Brad Barber

       

 

   

The Oquirrh Institute is a non-profit organization formed in Utah to work on important public policy issues. Brad's responsibilities include managing the environmental program for the Institute including overseeing the developmental of a extensive toolkit which illustrates best practices in environmental management utilizing the principles of Enlibra as adopted by the Western Governors Association and National Governors Association.

Planning and Land Conservation Consultant: 2000-Present

Brad also provides planning and land conservation consulting services for other clients. These consulting projects focus on quality growth planning, public land issues and land conservation. The projects involve working with various stakeholders including ranchers, developers, elected officials and the environmental community in finding common solutions to the challenges of growth, development and land conservation.

These clients include the Governor's Office of Planning & Budget, Envision Utah, The Nature Conservancy of Utah, Kennecott Land, Kannarra Mountain Landowners Association, and the Utah Division of Parks and Recreation

Brad was Deputy Director and State Planning Coordinator for the Utah Governor's Office of Planning and Budget from 1991-2000. He worked in the Utah Governor's Office of Planning and Budget from 1980-2000, serving three governors. Prior to his appointment as Deputy Director he served for eight years as Director of Demographic and Economic Analysis. His responsibilities as Deputy Director/State Planning Coordinator included:

  • Coordinating the states involvement in public land and planning uses, including the management of two significant land exchanges totaling over 2 million acres.
  • Managing the Governor's Critical Land Conservation Program.
  • Developing demographic and economic data used for planning by state and local governments.
  • Managing planning assistance and planning grant programs.
  • Managing the state's involvement in Wasatch Front growth management issues including Envision Utah and managing the activities of the Quality Growth Commission.
  • Brad has also been an Adjunct Professor of Urban Panning at the University of Utah. He has also worked as an Adjunct instructor of Economics at Weber State University. Prior to joining state government, Brad spent five years as an economist and planner for the Wasatch Front Regional Council from 1975-1980.

Education: 

Brad received his Masters Degree in Economics with a concentration in Natural Resource and Regional Economics from the University of Utah in 1979. He received a Bachelors Degree in Economics for Weber State University in 1974.

Received the Utah Chapter-American Planning Association's Outstanding Service to the Planning Profession Award in recognition for his contribution to Planning in Utah in 1994.

Received the Coalition for Utah's Future- Common Good Award for Coordinating the Quality Growth Efficiency Tools- the modeling and analysis for Envision Utah's Quality Growth Strategy in 1999.

Personal:

Brad is a life long resident of Utah. He is married with two children and three grandchildren. Brad spends much of his spare time traveling the west whitewater kayaking, hunting, fishing, hiking and skiing.
